A Benefit Your Committee Will Endorse
Municipal workforces usually have a wellness committee, a health and safety committee and a budget line that is meant to fund something exactly like this. What stalls these programs is almost never money - it is the reasonable suspicion among members that health information will end up somewhere it should not.
So we set the boundary first and say it out loud. Participation is voluntary. Individual results belong to the employee and go nowhere else. The employer receives attendance figures and, if wanted, a de-identified picture of the group. It is not fitness-for-duty, it is not pre-employment, and it is not an input to any employment decision.
The workforce itself splits in a useful way. Outdoor crews - roads, parks, utilities, solid waste - are the group least likely to have seen a doctor recently and the group that benefits most. Administrative staff are easier to reach but no less entitled. We cover both, and we go to where the crews muster rather than expecting them at the council building.
